Is There Any Difference Between Limited Skins and Legacy Skins?

In the Hextech Crafting System, Retired and Normal Legacy skins are available on specific occasions. On the other hand, restricted skins are only accessible via the completion of certain activities or by one-time-use purchases. The League of Legends Hextech Crafting system does not support limited skins, which are among the rarest skins in the game.
